ADR is the primary regulation for road transport of dangerous goods in the UK and across Europe. Despite the UK’s departure from the EU, ADR continues to apply in Great Britain through the Carriage of Dangerous Goods and Use of Transportable Pressure Equipment Regulations 2009 (as amended). ADR sets out requirements for classification, packaging, labelling, documentation, driver training, vehicle equipment, and emergency response.
The Health and Safety Executive (HSE) is the UK’s national regulator for workplace health and safety and has a key role in enforcing the carriage of dangerous goods regulations. HSE publishes guidance on ADR compliance and can inspect, prohibit, and prosecute for non-compliance. Businesses that send or receive dangerous chemicals have legal obligations under ADR, not just the transport operator.
The Classification, Labelling and Packaging (CLP) Regulation and UK REACH require suppliers to provide Safety Data Sheets for hazardous chemicals. Section 14 of every SDS contains the transport classification , including the UN number, proper shipping name, hazard class, packing group, and environmental hazard status.
